The services of the National Mediation Board were invoked by the Production Workers Union Local 148, AFL-CIO on November 6, 2000, to investigate and determine who may represent for the purposes of the Railway Labor Act, as provided by Section 2, Ninth, thereof, personnel described as "Baggage Handlers," employees of Command Security Corp. d/b/a Aviation Safeguards.

At the time this application was received, these employees were not represented by any organization or individual.

The Board assigned Investigator Sean J. Rogers to investigate.

Subsequently, Cesar Alarcon, Business Agent, Production Workers Union Local 148, filed a letter with the NMB which stated, "On behalf of Production Workers Local 148, I request that the representation Petition filed in the above matter be withdrawn at this time."

On the basis of this letter of withdrawal referred to above, File No. CR-6706 is converted to NMB Case No. R-6811 and the Board hereby dismisses the application and closes its file in this matter.
