The services of the National Mediation Board (NMB) were invoked by the District 6, International Union of Industrial Service, Transport & Health Employees (IUISTHE) on March 14, 2000, to investigate and determine who may represent for the purposes of the Railway Labor Act, as provided by Section 2, Ninth, thereof, personnel described as "Skycaps," employees of General Patrol Services.

At the time this application was received, these employees were not represented by any organization or individual.

The Board assigned Investigator Benetta M. Mansfield to investigate.

Subsequently, Jonathan Walters, Counsel for the District 6, International Union of Industrial Service, Transport & Health Employees, filed a letter with the NMB which stated, "Kindly consider this letter a request that the Application be withdrawn and that the authorization cards be returned to the undersigned immediately."

On the basis of this letter of withdrawal referred to above, File No. CR-6683 is converted to R-6744 and the Board hereby dismisses the application and closes its file in this matter.
