The services of the National Mediation Board (NMB) were invoked by the American Federation of State County & Municipal Employees on December 2, 1999, to investigate and determine who may represent for the purposes of the Railway Labor Act, as provided by Section 2, Ninth, thereof, personnel described as "Skycaps, Wheelchair Attendants and Aircraft Cleaners/Housekeeping," employees of Globe Aviation Services, Inc.

At the time this application was received, these employees were not represented by any organization or individual.

The Board assigned Investigator Mary L. Johnson to investigate.

Subsequently, Richard W. Abelson, Executive Director of the American Federation of State County & Municipal Employees, filed a letter with the NMB which stated, "We are withdrawing both petitions involving Globe Aviation, CR-6677 and CR-6678."

On the basis of this letter of withdrawal referred to above, File No. CR-6677 is converted to Case No. R-6722 and the Board hereby dismisses the application and closes its file in this matter.
