The services of the National Mediation Board were invoked by the International Brotherhood of Teamsters on July 22, 1998, to investigate and determine who may represent for the purposes of the Railway Labor Act, as provided by Section 2, Ninth, thereof, personnel described as "Crew Schedulers," employees of Southwest Airlines, Inc.

The Board assigned Mediator Laurette Piculin to investigate.

FINDINGS

The Mediator's investigation established that the appropriate craft or class for purposes of representation on Southwest Airlines, Inc. under the Railway Labor Act is Office Clerical Employees and the Mediator ruled accordingly on September 23, 1998. This ruling was not appealed.

Therefore, the Board finds no basis upon which to proceed in this matter and the IBT's application is converted to R-6633 and dismissed.
