The services of the National Mediation Board (NMB) were invoked by the International Brotherhood of Teamsters on February 2, 1998, to investigate and determine who may represent for the purposes of the Railway Labor Act, as provided by Section 2, Ninth, thereof, personnel described as "Flight Deck Crew Members," employees of Southern Air Transport, Inc.

At the time this application was received, these employees were not represented by any organization or individual.

The Board assigned Senior Hearing Officer Joyce M. Klein to investigate.

Subsequently, Mr. Ray Benning, Director, Airline Division of IBT, filed a letter with the NMB which stated, "The IBT withdraws NMB File No. CR-6625."

On the basis of this letter of withdrawal referred to above, the Board hereby dismisses the application, converts the file to NMB Case No. R-6620 and closes it subject to Part 1206.4 of the NMB Rules.

This determination does not disturb the existing certifications covering Flight Engineers (R-6298) and Pilots (R-6431).
