The services of the National Mediation Board were invoked by the International Brotherhood of Teamsters, on November 1, 1991, to investigate and determine who may represent for the purposes of the Railway Labor Act, as provided by Section 2, Ninth, thereof, personnel described as "Skycaps", employees of the ARC Security, Inc.
At the time this application was received, these employees were not represented by any organization or individual.
Subsequently, the Board received a letter from the International Brotherhood of Teamsters, dated February 20, 1998, withdrawing the application.
On the basis of this letter of withdrawal, File No. CR-6439 is converted to R-6587 and dismissed not subject to Part 1206.4 of the NMB Rules
