NATIONAL MEDIATION BOARD

Washington, D.C. 20572

In the Matter of the

REPRESENTATION OF EMPLOYEES

of

America West Airlines

Quality Control/Aircraft Inspectors

25 NMB No. 51

CASE No. R-6583

(File No. CR-6618)

DISMISSAL

February 5, 1998

The services of the National Mediation Board were invoked by the International Brotherhood of Teamsters (IBT), on September 25, 1997, to investigate and determine who may represent for the purposes of the Railway Labor Act, as provided by Section 2, Ninth, thereof, personnel described as "Quality Control/Aircraft Inspectors", employees of America West Airlines.

The Board assigned Mediator Laurette Piculin to investigate.

During the investigation, the IBT took the position that these employees should be included in its certification in R-6420 which covers the craft or class of Mechanics and Related Employees.

FINDINGS

The Mediator's investigation established that Quality Control/Aircraft Inspectors on America West Airlines are part of the craft or class of Mechanics and Related Employees, and the Mediator ruled accordingly on January 13, 1998. This ruling was not appealed.

The Board finds that Quality Control/Aircraft Inspectors are included in the craft or class of Mechanics and Related Employees employed by America West Airlines and are encompassed in the Board's certification in R-6420. As there is no further need for investigation or election, the IBT's application is converted to R-6583 and dismissed.

By direction of the NATIONAL MEDIATION BOARD.
