Re: NMB Members Confirmed by the Senate
Washington, D.C. - The National Mediation Board (NMB) is pleased to announce confirmations on Friday, December 8, 2006, by the United States Senate of Elizabeth Dougherty as a new Member of the Board and Harry R. Hoglander to serve a second term. Both Ms Dougherty and Mr. Hoglander were nominated by President George W. Bush, as was Ms Read Van de Water, who remains as the third Member of the Board. Ms Dougherty will assume the role of Chairman of the Board, replacing outgoing Member and Chairman Edward J. Fitzmaurice, Jr.
Elizabeth Dougherty, of the District of Columbia, is set to join the Board on December 13, 2006, replacing Mr. Fitzmaurice through June 30, 2007. She will subsequently serve a full three-year term expiring July 1, 2010.
Ms. Dougherty most recently served as Special Assistant to the President for Domestic Policy at the White House, where she covered labor and transportation issues. Prior to that, she served as Chief Counsel for the United States Senate Subcommittee on Employment, Safety and Training. Earlier in her career, she was an Associate at Hogan & Hartson, practicing labor and employment law. Ms. Dougherty received her bachelor's degree from Duke University and her JD from the University of Virginia.
Harry Hoglander, a Member of the National Mediation Board since August 6, 2002, served as Chairman from July 1, 2004, through June 30, 2005. He was first confirmed by the United States Senate on August 1, 2002.
Mr. Hoglander came to the Board from his position as a legislative specialist in the office of Congressman John Tierney. His work in the airline industry includes six years as a labor representative to the United States Aviation Bi-Lateral Delegation. He has served as Master Chairman of the TWA Master Executive Council, Executive Vice President of the Air Line Pilots Association, and as a Captain for Trans World Airlines. Mr. Hoglander was a pilot in the United States Air Force and retired with the rank of Lt. Colonel. Mr. Hoglander received his bachelor's degree Florida State University and his JD from the Suffolk University School of Law.
