Washington, D.C. – On September 11, 2009, the National Mediation Board announced the formation of an independent, blue-ribbon Dunlop Committee Reports Review Committee (Dunlop II Committee) to examine the internal functions, policies and procedures of the NMB and the recommendations of the Dunlop Commission of the 1990s.
The NMB is pleased to announce that Clinton Miller has agreed to serve as a Special Consultant. Mr. Miller is the General Counsel of the United Transportation Union, which is a broad-based, transportation labor union representing, among others, railroad workers under the Railway Labor Act.
Other participants on the Dunlop II Committee include:

Dennis Boston, Brotherhood of Railroad Signalmen
Mr. Javits, a former NMB Board Member and a professional mediator, facilitator, and arbitrator, has agreed to serve as the facilitator for the new committee.
Coordination with the Committee will be handled by Mr. Daniel Rainey, NMB Director of Alternative Dispute Resolution.
The National Mediation Board
The NMB is an independent federal agency, established by the 1934 amendments to the Railway Labor Act (RLA). The Agency's services and integrated dispute-resolution processes for labor-management relations enable the National Mediation Board to promote harmonious labor relations in the railroad and airline industries.
