NATIONAL MEDIATION BOARD

Re: United Transportation Union (UTU) and Union Pacific Railroad Employees

The National Mediation Board announced today that it had appointed Arnold M. Zack of Boston, Massachusetts, Richard I. Bloch of Washington, D.C. and Richard R. Kasher of Philadelphia, Pennsylvania to serve on a panel to determine who may represent certain operating employees on the Union Pacific Railroad. Arnold Zack will chair the panel. The special panel was appointed by the Board under the NMB's statutory authority provided by Section 2, Ninth of the Railway Labor Act.

The three-member panel will conduct proceedings consistent with the Board's December 30, 1999 Notice of Determination.
