As a Senior Mediator, Ms. Brown supervises a team of mediators engaged in resolving contract disputes in the air and rail industries. As one of two designated NMB Ombudsmen, Ms. Brown addresses as appropriate, problems presented by agency employees or contractors regarding actions of the NMB or its managers and employees. She joined the National Mediation Board in 2002 as a Mediator and assumed the duties of Senior Mediator on June 6, 2010.

Prior to joining the NMB, Mediator Brown held several positions at the National Railroad Passenger Corporation (Amtrak). These positions included Manager of Dispute Resolution, Amtrak's Employee Relations Manager and Ombudsman for the CEO. Also at Amtrak, she served as Labor Contract Administrator and Labor Relations Officer. As Labor Relations Officer, she was involved in various negotiations and handled numerous arbitration cases.

Senior Mediator Brown has a Master of Business Administration from the University of Baltimore, a J.D. from the Howard University School of Law, and a BA degree in English from Chatham University in Pittsburgh. She has extensive training in arbitration, negotiation, mediation, ADR, and investigation.
