As part of a federal government-wide initiative to expand the use of technology, the National Mediation Board (NMB) is introducing an electronic forms program for all arbitrators. Internally, the NMB has commenced a process to move to a paperless system. The program will be voluntary from October 1, 2004 through December 31, 2004. Starting January 1, 2005, all arbitrators will be required to submit all paperwork to the NMB electronically. The NMB has worked with a small group of arbitrators for several months on a pilot program. They have provided input in how to improve and implement this program. All arbitrators will benefit from their efforts over the spring and summer. We are very thankful for their hard work on this program. The NMB staff will be available at the National Association of Railroad Referees 2004 annual meeting in Chicago, Illinois, September 10-11, 2004, to explain the program and sign up arbitrators. The NMB staff will later contact those arbitrators who do not attend the NARR meeting. The NMB will also issue a manual to help arbitrators make the transition as smoothly as possible.
